Principal Shih Huang-yu is the 28th principal of Tongan Elementary, arriving in 2017 when the school was small and uncertain about its future. A science educator by training — with a master's degree in science education and a doctorate in educational policy and administration — he believed a tiny country school on the Bagua ridge could become something extraordinary.
施皇羽校長是同安國小第 28 任校長，於民國 106 年（2017）到任。當時學校規模很小、前途未明。出身數理與科學教育背景的他（科學教育碩士、教育政策與行政博士），始終相信八卦台地上這所迷你小校，可以成就非凡。
Together with his teachers, the families, and the community, he reimagined Tongan as a "Six-Arts International Maker School," built on four pillars — science and making, international and bilingual learning, the arts, and sustainable exploration. Under his leadership the school grew from the edge of closure into a "Top 100 Future-Education School" and a national science-fair award winner.
他與老師、家長和社區攜手，把同安重新打造成一所「六藝同安國際創客小學」，建立在四大主軸之上——科普創客、國際雙語、藝術美學、永續探索。在他的帶領下，學校從瀕臨裁併，走成了「未來教育臺灣 100」特色學校，並屢獲全國科展殊榮。
