A bilingual campus is not one English lesson a week — it is English woven into the ordinary day. Houliao plugs into two free video libraries made by My Culture Connect 人師教育協會 and shared across all 89 Changhua Bilingual Hub schools: one for the classroom, one for the school's daily announcements. No new budget, no extra teacher hours — just press play. 雙語校園不是一週一節英文課，而是把英文織進平常的一天。後寮接上人師教育協會製作、全 89 校共用的兩套免費影片庫：一套給課堂，一套給每天的校園廣播——不需要新預算、不需要額外師資工時，按下播放就能用。

Houliao is a small village school that runs a streamlined structure — "Educational Affairs" (教導處) combines what bigger schools split between Academic Affairs and Student Affairs. The series still maps cleanly onto the work each office does day-to-day.
