Principal Chou Li-Chun grew up right here in Lugang, attending Wenkai Elementary and Lugang Junior High before Changhua Girls' Senior High School — a local upbringing that now shapes how she leads Loojing. She went on to study Elementary Education at National Taipei Teachers College, and later earned a master's degree from the Institute of Rehabilitation Counseling at National Changhua University of Education.
周俐君校長就是在地鹿港人，先後就讀文開國小、鹿港國中與彰化女中，這份在地成長的經歷，也成為她帶領洛津國小的重要根基。她畢業於國立臺北師範學院初等教育系，其後於國立彰化師範大學復健諮商研究所取得碩士學位。
Before coming to Loojing, Principal Chou built up broad experience across the classroom and school administration: as a teacher at Longquan Elementary in Taichung County, as a teacher and Director of General Affairs at Jianxin Elementary, and as a teacher, section chief, and Director of Academic Affairs at Sianshi Elementary — before serving as a curriculum supervisor at the Changhua County Education Department.
在來到洛津之前，周校長歷練完整：曾任台中縣龍泉國小教師、彰化縣建新國小教師兼總務主任、彰化縣線西國小教師、組長與教務主任，之後並擔任彰化縣教育處課程督學。
