One unified plan to make English part of everyday campus life.

Starting AY 114, Taiwan's Ministry of Education (MOE) consolidated multiple bilingual sub-programs into a single plan: the Bilingual Living Campus Plan. It funds schools to embed English into the daily rhythm of school life — not just in English class.

Why this plan, why now 為什麼是現在

For a decade MOE has funded bilingual education through many parallel programs — Cool English, Submersion Schools, Test-Yourself platforms, off-campus summer camps, sister-school exchanges, expressive-arts contests. Schools applied to each separately. That paperwork load is now being trimmed.

過去十年教育部在雙語教育上有「沉浸式特色學校」「酷英平臺」「I Want to Test My English」「英語營」「姊妹校」「展能樂學」等多條補助線。學校往往要分別申請、分別結報。這份計畫正是為了行政減量。

Key change for AY 114 onward: The popular "Speak Out & Shine" English Showcase grant (口說英語展能樂學計畫) is discontinued at the county/city level. Schools that ran it should pivot to this unified plan.

114 學年起,「國中小師生口說英語展能樂學計畫」不再受理各縣市政府申請。原本承辦該計畫的學校,應轉向本統整計畫申請。

Build the environment, the routines, and the opportunities for every student and teacher on campus to hear and speak more English.

Two models to choose from 二種模式擇一

A school applies for one model, sized to its capacity. Model 1 is the entry; Model 2 layers academic-subject bilingual teaching on top. The living-campus core runs through both.

學校依據自身條件、校本特色及延續先前已參與計畫之效果,擇一申請。雙語生活化是基本盤,貫穿兩個模式。

Model 1

Bilingual Living Campus 雙語生活化

Embed English into school life through five action areas — no academic-subject teaching required.

  • Daily English moments: morning reading, songs, movement; "fixed time, on time" routine.
  • Bilingual campus broadcasts: student announcers at break, lunch, or events.
  • Foreign Teacher conversation corners for schools with an FET.
  • Cool English platform for self-paced learning; teachers can also use its AI tools to reduce admin load.
  • Whole-school showcases: reading, singing, drama, English campus tours.
  • Off-campus tie-ins: partner with nearby attractions or shops for real-context English; online exchanges with schools abroad.
  • Teacher upskilling: in-house or cross-school workshops, professional learning communities, English-test fees subsidised.

Model 2

Living + Partial-Domain Bilingual Teaching 生活化 + 部領

Everything in Model 1, plus bilingual teaching in one or more non-language subjects, school-wide for that subject.

  • Eligible subjects: Arts, Health & PE, Integrative Activities, or Technology — the four "hands-on" domains.
  • New schools may pilot via Grade 3+ elective (校訂) courses; continuing schools stay in the original subject and expand gradually.
  • Teachers: in-house Taiwanese teachers; CEFR B1 or higher preferred. At least one teacher must enrol in the MOE bilingual-teaching credit program (108 hrs + 6 hr follow-up).
  • "Teacher can teach it, student can understand it" is the operating principle — no English-usage ratio mandated, no English assessment, students never forced to answer in English.
  • Whole-grade implementation required — cannot cherry-pick classes.
  • Cannot also apply to a county/city-run bilingual teaching grant in the same year.

What it pays for 補助額度

Award size scales with school size and model. Capital expenditure (equipment) is capped at 20% of Model 1 budget and 10% of Model 2 teaching-support budget.

Model 2 · Adds Partial-Domain Bilingual Teaching

On top of the Model 1 living-campus award (up to NT$ 150,000), Model 2 schools receive teacher-support + student-foundation funding sized by class count and how many subjects they teach bilingually.

Bonus for openness: Schools willing to open their bilingual lessons for other-school teachers to observe (at least once per semester, hosting 40+ visitors total) receive an extra NT$ 60,000. MOE selects up to 30 schools nationwide.

自願開放課室供他校教師入校觀課之學校,每學期至少 1 次、每學期接待至少 40 人,國教署擇優補助 30 校,每校加給經常門 6 萬元。

Six rules worth knowing 六條關鍵規則

1. Whole-grade, not cherry-picked

Bilingual subject teaching (Model 2) must cover the entire grade level — fairness requires it.

部領之領域/科目應採全年級實施,不得僅以部分班級實施。

2. No English assessment of students

Teachers may not give English-language tests in bilingual subject classes; students are never required to reply in English.

教師不得進行英語能力評量,亦不得強制要求學生以英語回答。

3. No mixing English and Chinese mid-sentence

Use either language cleanly. Sentence-internal code-switching builds bad models for students.

避免同一句子同時夾雜國語文及英語文,以建立學生正確的英語溝通句型。

4. One model only

Schools applying for Model 2 cannot also receive a county/city-funded bilingual teaching grant — double-dipping triggers reclamation.

學校申請模式二時,不得同時申請直轄市、縣(市)政府自辦雙語教學計畫,違者撤銷補助並追繳款項。

5. Submit a lesson plan

Each school submits one detailed unit lesson plan per subject per year, released under Creative Commons BY-NC-SA 3.0 TW for other schools to use.

每學年每實施領域擇優以 1 單元教案詳案繳交國教署,並簽署創用 CC 授權同意書。

6. Capped teacher release

Teachers carrying this work may receive at most 4 lesson-period reductions per week; Model 2 schools may name one lead coordinator at up to 6 periods per week.

每人每週減課不超過 4 節;模式二得有 1 位主要負責推動者每週減課不超過 6 節,並以 1 人為限。

How to apply 申請與核結流程

  1. School fills the application form and submits to the local government (Changhua County Government for our schools).
  2. The county reviews, consolidates, and ranks applications; passes them to MOE K-12 Education Administration (國教署) by the deadline.
  3. Schools with both junior-high and elementary divisions may apply separately for each division.
  4. After the year ends, the school submits a results report and budget reconciliation; the county forwards it to MOE within two months.
  5. MOE also maintains a Bilingual Living Campus expert advisory pool — schools may request expert visits or online consultations.
