Assessment & Closing the Year

You probably do not own a single grade on any report card. But your judgement feeds one — and the rules about what a grade may say, and what it may never say, are stricter than most teachers arriving from abroad expect.

Your score is shown only to you. It is never shared with your school, your co-teacher, or the Education Department, and it has no connection to your contract renewal or any performance review.

Last module of the year. If you are leaving, the final section is the one to read twice — the order of those steps matters more than people expect.

The regulation

Student assessment in elementary and junior high schools is governed by the Regulations on Student Learning Assessment for Elementary and Junior High Schools (國民小學及國民中學學生學習評量辦法, as amended 24 April 2024). It is short, and three of its articles change how you should think about your own contribution.

Three kinds of assessment — and where you come in

Read the middle row again. “Listening and oral communication” is named in the regulation as a form of assessment — and it is the one thing in that list you are better placed to judge than anyone else in the building. Your contribution is not a nice extra sitting outside the system; it is a category the system already recognises.

Why the exam calendar looks the way it does

Assessment is split into 平時評量 (ongoing) and 定期評量 (periodic). For written tests the periodic kind is capped: at most twice a semester in grades 1–2, and at most three times a semester in grades 3–9.

That cap is why 段考 weeks are so concentrated and so disruptive — a whole semester of formal written assessment is squeezed into two or three windows. Module 2 told you to plan your units around them; this is the rule underneath that advice.

How results are written down

RecordingResults are recorded as a grade band, a number, or a qualitative written description (等第、數量或質性文字描述). A sentence about what a child can now do is a legitimate result, not a soft substitute for one.
The bandsDomain courses use 優 / 甲 / 乙 / 丙 / 丁, and 丙 is the pass. A 丙 is not a bad grade — it is the line the regulation draws.
GraduationAttendance of at least two-thirds of the required days after approved absences are deducted, no more than three major demerits, and an average of 丙 or above in at least four learning domains.
The one that surprises people

Schools may publish how the scores were distributed. They may never publish where an individual student ranked.

A school can announce that the class average was 78, or how many students fell in each band. It cannot publicly show that this child was 7th in the class or 143rd in the year.

If you have taught somewhere that posts rank lists, this is the sharpest break from what you are used to. It also means you cannot answer the question a parent will eventually ask you directly — see below.

Your actual position

If you are staying

Raise renewal with the 人事室 and your principal by March, not June. Staffing plans, funding applications and recruitment are decided months before the year ends, and silence is almost never a signal about your performance — it usually means nobody thought to tell the foreign teacher about a process conducted in Chinese. Ask specifically about the timeline, the paperwork, and whether your work permit and ARC renew in step with the contract.

If you are leaving

Start six weeks out · 提前六週

The order matters more than the list.

Six weeks: tell the Personnel Office in writing. Ask them for your school's own leaving checklist — most have one, and it will include things this list cannot know about.

Four weeks: income tax. A departing resident generally settles the current year's tax before leaving rather than waiting for the following May. This is the step people discover too late, and it is the one that can block your departure.

Two weeks: NHI withdrawal, any pension or severance entitlement under your contract, and the return of keys, devices and materials. Hand over anything the next teacher will need — your lesson files are worth more to the school than the equipment.

Last week: bank account, ARC, forwarding address. Do not close the bank account until the final salary and any severance have actually landed.

Doing this badly can cause real problems if you ever apply to work in Taiwan again. Doing it well takes about four hours spread over six weeks.

One thing to do this week

Whether you are staying or going, write one paragraph per class describing what they can actually do in English now that they could not do in September — in plain sentences, not bands. If you are staying it becomes your baseline. If you are leaving it is the single most useful thing you can hand to whoever replaces you.
